How can I reset Apple ID password on a used Mac mini as a Windows user?

Windows user trying to switch over. Bought a used Mac mini, but lost passwords. Got a restored Macbook Air. Restored my apple id, but neither Mac will accept it. I can't even create a new account on the Air "at this time".

We need many more details. You provided some, but I, for one, don’t even understand the context … for example, your use of “restored” several times, each with what must be a different meaning.
