Why can’t I have mobile money in my payment , because I really need to subscribe to some important App and I don’t have a debit or credit card so how I’m going to do it.

Here is a link to the options which you can use as a payment method on your Apple Account --> Payment methods that you can use with your Apple ID - Apple Support
If you can't use any option, you won't be able to use the App Store or iTunes Store.
Note that although the link provided in a previous post will probably say you can use account balance, that statement can be misleading. Apple may require a true credit or debit card be present on your account even if it doesn't get charged and account balance is used to make the payment.
