Why does the App Store keep disappearing on my Daughter's iPhone and iPad?

My daughter’s iPhone (12) (iOS 17.5.1) and iPad (iOS 17.5.1) have screen time restrictions. In the past turning on allowance to install apps made the store appear. Now, it appears and then in a matter of seconds disappears. I’ve been through everything to figure this out! I search in library and it’s not there. We do have Bark installed but I also double checked that it allows the App Store at all times. What else can I check?!
