Removing and storing photos and videos from an Iphone

I inherited an IPhone 13Pro Max, I want to backup all its photos and videos before I reset the phone and use it with a new account? What’s the simplest way to backup and store them not using ICloud? I’ve tried couple of inexpensive flash drives, none have worked.

Will all my photos that I backed up be available if i sign in my icloud on a laptop ? I want to start fresh on my device but I still want access to everything after so if i back my device up and after it’s done can i go ahead and reset/delete to factory settings to just restart over fresh clean iPhone like ?
