I just bought the iPhone 16 pro and transferred all data/photos from my iPhone 13 Pro. Now on my new iPhone I can see the iCloud back up of the 16 pro but also the 13 pro. Should I delete the back up of my previous phone and will I lose photos etc? Thanks

Photos are not contained in an iOS backup. The contents of a backup have nothing to do with the current data on an iOS device.
You should delete the backup of the iPhone 13 Pro if you are confident you will never need it ... have all the data you need and backup performed from your new iPhone.
