What to do when clearing history and cache doesn't work on iPhone 15 Pro Max?

When using private browsing or not using private browsing everything is being saved all the time. I have deleted history, cache, et al and powered off the phone at least 20 times. I have signed into my google account and shut off customizations, I’ve done this and powered off the phone at least 20 times. I have shut off and cleared history at least 20 times. I have gone through the phones privacy settings and shut off all favourites and customizations and all the data just keeps refreshing itself. On my iPhone pro max 256 kb I have gone into screen time and there is a check mark beside favourites and I cannot remove the cheque mark. I transferred the data from my old phone. There are bookmarks and reading list saved that are not from my previous phone. They are from my previous, previous phone. I have these phones and checked. So I cannot shut off favourites, I cannot clear history and I cannot clear any settings. What I mean is I can do all of these things when I shut a feature off like slide the green ball with the oval to the off position these functions works but the selections are not taking affect. There are websites that I have used in the past, like maybe they start with a letter ‘b’ but just because I type in the letter b does not mean I want to go to that site but it preloads the site even though it’s not my choice. I even went through and blocked these sites but the phone will still attempt to take me to them simple because I typed in 1 letter. I know I’ve babbled but some tech savvy person must have heard all these rants before. Thank you.
