Download Apple Music songs to iPhone

I cannot download any Apple Music songs to my iPhone, including songs or books that I have purchased (i.e., in addition to my streaming subscription). This is a real problem for several reasons: when I do not have Wi-Fi or cellular connectivity, I can't listen to anything on Apple Music. Also, I am unable to create custom ringtones using music that I have purchased from Apple because I cannot download it to my iPhone. Is this a consequence of iOS 17? My relevant Apple devices are an iPhone 12 Pro Max and a 2024 MacBook Air with Sonoma.

Theoretically, you should be able to download offline listening copies of Apple Music subscription songs.

You may have to turn on the "Sync Library" feature to do so. I have an Apple Music subscription, and also many songs from my own CDs. I keep the "Sync Library" feature turned off. But then, if I try to download an Apple Music album, it tells me that it won't let me unless I turn iCloud Music Library (a.k.a. the "Sync Library" feature) on.

Thanks so much for your reply. Actually, the ringtone that I want to use IS in the list of Downloads. So this is my follow-up question: I purchased the song in Apple Music (using my MacBook), edited it down to 20 seconds, converted it to the correct format, and changed the extension to .m4r. I connected my phone to my MacBook and dragged the song to my phone (using Finder). But it still does not show up in Custom Ringtones in Sounds and Haptics. (My older custom ringtones are still there, though.) What am I doing wrong? Thanks for any help.
