iPhone XR data not working. Neither cellular nor wifi works. Please help

I have tried to use service provider internet. I have tried three different wifi options. My texts and phone calls work, but audio/pictures/videos do not come through. I have turned the phone on and off a few times. I have removed and put back the SIM. I have checked to make sure I am getting service from my provider. I restarted all wifi devices. My laptop works with those wifi devices that my phone does not.
