Yes, correct. Volume settings are context sensitive. For example, ringer volume is set when the Home screen is displayed. Call volume, when on a call. Siri volume, as you correctly discovered, when Siri is speaking. Maps (navigation) volume, when the phone is actively providing guidance. Game volume, when playing a game (any game; all games use the same volume settings). Music volume, when using a music app. Podcast volume, when listening to podcasts.
