Turning Bluetooth on and off will not cause the iPads to "pair" with each other in a traditional Bluetooth sense.
As Mr. Stedman explained, iPads do not communicate with each other in that fashion. Sometimes they use other types of Bluetooth communication to support this or that feature. That's mostly behind the scenes. But Apple devices mostly work with each other through things like iCloud, shared e-mail, Continuity features, and "manual" synchronization from Macs to iPhones/iPads.
