Apple ID creation
Hello,
When creating an Apple ID on web, can I use a phone number that start with +86 (China Mainland) but selects my country/region as New Zealand?

Have you tried? I usually find that is the easiest way to tell for sure. In theory you should be able to since it is conceivable somebody could have a phone from a different country and still be eligible to have their Apple ID set to another country. However, I don't know what Apple thinks and if the New Zealand country settings page will require something with a New Zealand code. In fact, in theory I don't see why it absolutely has to have a telephone number. I never had one of my own until I was 28 years old and for some of that time I didn't even have daily access to one elsewhere.
