my finger print button has became hard. "touch id issue notification text iphone" this message is showing.

Can you provide a screenshot? That would most certainly help. Go Here: Take a Screenshot on your iPhone - Apple Support IMPORTANT: Leave out personal info (i.e. names) by blocking it out with the Photos app.
Getting a New Screen and Touch ID:
Who performed the replacement? If not Apple, nor an AASP, then it may be a fake device. If the message is not going away, then it is seeing this as a fake screen, and it will stay there until go get a genuine screen installed.
A. Take to an Apple store:
You'd setup a Genius Bar Appointment at your local Apple Store, taking it in for service. There, it will be diagnosed, and you'll be provided with your options.
Or...
B. Take this to an AASP:
See an AASP (Apple Authorized Service Provider) in your local area...

- See: if there is an AASP nearby
