iTune issue with payment

I don’t know why iTune is keep enabling me from stuff first was Apple Store then is payment issue,I have try to go to Apple supports website but does not help cause it kept telling me to change me credit card or something I been refreshing and putting the card in but when I want to recharge it’s saying your payment is not complete :( The Apple supports website does not work can someone give me a link that could help with situation like this?

Why won’t my payment method work even though it work before My payment method stopped working so I removed it and tried to add it back now it says to contact Apple. Please just let me use my card this is so ridiculous!!!
