Using a "Move To..." Command

You Can't. There is no "Move To..." Command. So, recommend that apple mate one. See what exist here: Mac keyboard Shortcuts - Apple Support. You may be able to create on of sorts for yourself: Create Keyboard Shortcuts for Apps on Mac - Apple Support

  1. Cut: command - X
  2. Copy: command - C
  3. Paste: command - V
  4. Move: Option-Command-V: Move the files in the Clipboard from their original location to the current location.
  5. Move To...: There is none.

Recommending this to Apple:

Do your Part: Inform Apple of your feedback of this issue. Include how you’ve troubleshot this, and your results. Apple wont get back to you directly, but the more feedback they receive from its users, the more likely they will know what suits their customer prefer, and what to include in macOS versions to come. Apple will know nothing of your ideas, if you don't provide them with them.

  1. Go Here: Feedback - macOS - Apple
  2. Select: "Feature Request" for the "Applications/Utilities"
  3. Select: "User Interface" for the "Feedback Area"
  4. Comment: that you want this option and why. Include the URL of this thread.
  5. Proceed from there as necessary.
