I’ve tried everything I can think of. I cannot text certain phone numbers even though I’ve forwarded to text from my iPad. I’ve also made sure I’ve enabled sms/mms.

Your issue isn't absolutely clear. Do you have an iPhone - or just an iPad?
If exchanging messages with Android or non-Apple devices from iPad, you’ll need to explicitly enable Cellular SMS/MMS messaging for the iPad from your iPhone.

Sorry I wasn’t clear. I’ve enabled those settings on both iPhone and iPad. But I still cannot text any non apple numbers.
