I deleted some purchased and free apps. It usually lets me reinstall them but that’s very rare for that to happen because normally I try to reinstall an app and it wants me to fill out a vertification code, I’ve done that and then it wanted to charge me for a free app or an purchased app. So I cannot reinstall or get any app. This issue has been going on for a long time and it’s annoying.

You are likely confusing the fact that Apple is requiring you to add a payment method in your account details with actually trying to charge you for the app.
You usually need a functioning payment method for your account. Even to download free apps, to re-download or to update apps.
