While this emoji is not available from Apple, it has been defined, and there is a 3rd party font that can be used to display it sometimes:
The point on the forum not being the best channel for this stands.
But, in this case, Apple is actually responsible (on their device) for the Quebec flag emoji not being available.
The unicode for it is already defined (ISO-3166-2:CA-QC), and platforms are responsible for supporting it.
