Can you please tell me how I can designate a file to remain on my local hard drive and therefore available offline? I have a few files currently stored in the iCloud that are ofter not available when I am not connected to the internet (like when I am traveling).

If you turn off Apple menu > System Settings > [username] > iCloud > Optimize Mac Storage then all of your iCloud Drive files will always have a local copy and be available offline.
If you don't have sufficient storage space on your Mac to have all of your iCloud Drive files have a local copy, another option would be to move the files that you need to have a local copy out of iCloud Drive to a folder that doesn't sync with iCloud. You could, for example, create a new folder directly under your Home folder and move files there.
