How can I switch to the 0.99 cent/month iCloud storage plan?

When I try to buy Icloud+ it only gives me an option for 2TB for $9.99 a month. This seems like a family plan which I don't need and I want the 0.99 cent one that I used to have which is fine for my iCloud needs.

Upgrading & Family Sharing:

The app is advertising it as a great way to share items as a family group. This is a purchase for yourself, as a user. If you have no family sharing, then that statement would ply no part.
