On Mac mini M2 Pro
using Pages (up ;to date)
to retrieve a document (pages format) downloaded from who knows where,
yet again it is enclosed in a frame that has blue around all four sides
I can do zero with it.
I do not care what this blue lock is, just:
how to get rid of it forever! Or at least to avoid it. What a snafu.

Make sure that in your Accessibility settings you have Full Keyboard Access turned OFF.
