You would need to create 2 personal automations: one triggered at 8AM to turn on SIM1 (and turn off SIM2) and another one triggered at 6PM to turn on SIM2 (and turn off SIM1.)

In the Shortcuts application, create a new personal automation based on Time of Day. Set the time at which the automation should run, select Run Immediately and tap Next. Tap New Blank Automation. Add the Toggle Cellular Plan action and set it to turn on SIM1. Add another Toggle Cellular Plan action and set it to turn off SIM2. Tap Done.

Repeat the same procedure to create the 2nd automation that turn on SIM2 and turn off SIM1.
