After update my iPhone’s personal hotspot doesn’t work

Does "checking it all" include contacting your carrier and asking them to troubleshoot from their end.......since the Hotspot feature is provided by your carrier?

We assume that you have already performed a Forced Restart, correct? Force restart iPhone - Apple Support

My carrier required a "carrier update" after the last iOS version update.

Check Settings > General > About to see if an update notice appears there. Some carriers may require that you log onto their support site for carrier updates.

Not all carriers or plans support Hotspot— if in doubt talk to your carrier.

Have you restart the iPhone ie power off/on,
