cant turn off Face ID broken camera iPhone 13 pro

My brother in law got a new iPhone 15 and gave me his iPhone 13 Pro. It has a cracked front screen and the front camera is not working. It will not let him factory reset the phone as it always ask for his face if even after entering his pin and his password for his iCloud account. Is there any way around this with out having to buy a new screen? I wasn’t going to use the Face ID and do not want to spend the money for it as I don’t have any reason to use it
