i bought used ipad mini 4 ... when i updated it to ios 15.8.2 it was locked on remote management ... how do i skip this or remove it ???

You need to return it for a refund A.S.A.P. or report the individual who sold it to you immediately. ⚠️
Contact Walmart or take it to a local retail store and ask for Asset Protection Management.
