How can I fix payment verification issues on the App Store?

So I’ve been having this issue where everytime I try to download free apps or update any apps it’d “To avoid interruptions to your subscriptions and purchases, verify your payment information or add a new payment method.” But I’ve done everything to fix this problem and nothing is working I’ve added a new payment method etc still didn’t work and it’s getting to the point where my apps are starting to not function correctly because of how outdated they are
