How do I fix payment verification issues while downloading apps from the App Store?

I never had this issue until now. I was trying to download a game and it told me to verify, I never had that pop up but verified my password. Then it told me to verify my payment, again never had this happen unless I’m buying an app that needs to be paid. I confirm my payment and this pops up, I click on it and it says the same thing. At first I needed to confirm everything is up to date. I made sure everything I did was correct but this keeps popping up when I literally did it already. I tried 3 times, but keeps popping up. I have automatic verification, I made sure that I don’t need to verify anything, but it keeps popping up and I can’t even download an app at all because of this. I already restarted my phone and put in my payment like 4 times.
