How can I resolve billing verification issue preventing app download on iPhone?

So when I go download the app, I put in my password, get taken to the billing verification screen. But when I put in my card information it does nothing and brings me back to the card information screen, I tried making paypal my default payment method but when Im prompted to login and do so it says “this payment account has already been added to your account, so when I go back to the default screen with my set payment methods and try logging in again, it works but I’m bumped back to the “verification required” popup.

If a message says 'billing problem with previous purchase' or 'verification required' - Apple Support


You may have had a previous purchase that failed with that payment method. Whenever that happens the payment method is no longer consider valid and you will have to choose another one. If you still owe money from a previous purchase and there are not enough funds on the newly added card to complete that transactions, it will also fail to be added.


In any case, none of us will know the exact reason as we do not have access to your account, so if you are unsuccessful in adding a payment method, then contacting Apple directly is the way to go.
