Your number of steps you take can effect the Move and Exercise rings in various ways, also depending on the goals for each of those two rings. One counts the calories, the other only your collected workout minutes.

If you choose "Running" as an exercise, you will burn more calories during the time it takes reach 10000 steps, so your red ring will close faster.

Depending on the settings, your green Exercise ring may also be closed during that time.

A Walking workout will create less calories, but it will take more minutes to reach 10000 steps, than running those approx 8km. So your red ring might not be closed, but your exercise ring may already have been closed more than once.

My Exercise ring is set to 30min/day.

10000 steps, without starting any walking or running workout, registered 45min during the day for the green ring.
