If you are using iCloud Photos on the iPhone, you could use the iCloud Web interface ( https://www.icloud.com/ ) or iCloud for Windows to access the photos on a Windows PC.

The experience might not be as seamless as it would be with the Photos application on a Mac. In particular, if you edited or added photos on the PC side, and wanted them to show up on the iPhone, you might have to explicitly tell the PC to upload each of the changes to iCloud. On a Mac that was using iCloud Photos, the Photos application would automatically handle that type of synchronization.
