If Wi-Fi is stronger than cellular you shouldn’t have to switch it off. But go to Settings/Cellular and turn off Wi-Fi Assist if it is on.
And do you use VPN? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile.

Unless there’s something wrong with the Wi-Fi 🛜 such as an ISP problem or a router problem or maybe signal interference, I wouldn’t expect this to try to use cellular 📶 via Wi-Fi assist. Not given the differences in the displayed Wi-Fi and cellular strength.
In addition to the above, I’d check for Wi-Fi router firmware updates and apply the latest from the router vendor, and would restart the Wi-Fi router.
As mentioned above, VPNs are often problematic and that for various operational and data privacy reasons, and those clients are best removed while testing.
The “fan” is your Wi-Fi signal strength. The bars are your cellular network signal strength, which is very weak. Try turning off cellular data.
