How to remove activation lock from an older iPhone 4s?

I am having trouble with my late father's iPhone 4s due to the activation lock, and I don't know the Apple ID or password.so how do i his child use it or factory reset it

Remove an activation lock from an ipad I have an ipad I purchased for my mother in 2019. She has passed and I don't have her apple credentials to unlock the ipad. I was able to get it to setup a new configuration (software restore and update) but I can't get past the activation lock.
