In the settings whenever I go into my VPN and device management, it is not popping up in there and I can’t download it. The option is not there like whenever I go to Safari to download the app on my iOS where from there it would tell me to go to VPN management but instead of letting me do that, it is popping up devices right beside the app instead of usually when it says download

Apps on iPhone have to come from the on-device Apple App Store (and optionally, for the EU, through an alternative app marketplace [2]). That has nothing to do with VPNs or device management. App Store regional access has to do with the country or region of the registered Apple ID account.
You can’t download apps through Safari. If you find apps through Safari, then they’re probably not apps for iPhone.
Device management can block app download and/or installation. This might happen if the iPhone is supplied by and/or managed by an enterprise organization or educational institution, i.e. when you are not the owner of the device.
