How to get my Mac into recovery mode where terminal is available?

How to get my Mac into recovery mode where terminal is available? I can only get into a recovery mode to save/reset my password and there are no utuilities or terminal, only the disk and password control. Command + R , power button and other are also not working. I am trying to enable system extensions by entering csrutil enable command on terminal while mac is on recovery mode. To install an emulator because it says that system extensions are blocked but can't see any message on privacy and security to allow. Thanks.

Shutdown the computer 


Restart computer and immediately hold the two keyboard combo Command  r
