Icloud storage

They are likely scam emails and not from Apple. Check who actually sent you the email. I'd be willing to bet the email account which emailed you is NOT an Apple email address.

Your iCloud+ fee gets you some specific amount of iCloud storage. If the messages are legitimate, perhaps you have exceeded or almost exceeded that amount.
