Starbucks App will not find Nearby Locations.

My Starbucks app will not find nearby stores when I am logged in to the app.  When I sign out, I can find all the nearby stores, but can't order. I changed my password and that did not help. Rebooted the phone both soft and hard reboot. I uninstalled and reinstalled the app. same thing happened. The funny thing is the same thing happened on the web site too until a granted permissions for cookies. Any ideas?
