Someone is using my email address on their Apple ID. I can't take ownership of it because they have their phone number as two-factor authentication. How can I take ownership back?

You will need to start an Account Recovery request. It will ask for the phone number of your device for identity purposes and there are also additional numbers that may have been used as Trusted Phone Numbers on your account,but just continue on with any information that you can provide. It will take extra time if your account cannot be recovered using the number provided for 2FA, but you will receive an email in 72 hours with further instructions and any additional waiting period that will be required.
