You are right that iMovie has a fixed 16:9 aspect ratio that cannot be changed. To make a vertical video you can work around this by using the rotation rectangles of the crop tool to rotate the vertical video sideways so that it fills the screen. Then export it in the sideways orientation. Once the exported movie is on your desktop open it in QuickTimePlayer and use the rotating tool to rotate the video right side up. Then save it. Now the black bars will be eliminated and the video will display vertically. You can do the same procedure with a 3:4 video.
Another way is to use the New App Preview option that you can access from the projects browser screen menu (
File/New App Preview. When you do that you will get a screen that looks exactly like a normal project screen, except there are fewer options. When you import a 9:16 vertical video into it, it will export as a vertical video without black bars.
A third way is to export the iMovie vertical video to your desktop. It will be vertical but have black bars around it to make it fit iMovie's 16:9 horizontal aspect ratio. Display the movie on your desktop. Use the Command-Shift-5 feature to drag select around the video so that only the video portion is outlined. Record the selected portion as the movie is playing, thus eliminating the black bars.
