Credit Card prohibiting me from updating and app I’ve used for 9 years.

I’ve had an app that I’ve been using flawlessly for 9 years. I am unable to update it without payment information. Every time I enter my credit card it is not accepted. Why is this even a feature for a free update of something I already have?

Hello. I can't download or update apps. they write that they need to update the payment card, I add my card, and nothing happens Hello. I can't even download the free app because of this. help solve the problem.
