iPhone 13 Pro randomly does not ring when I receive incoming calls

My iPhone 13 Pro has randomly not been ringing for incoming calls. This is a problem when I am expecting a callback from a doctor or a hospital. The do not disturb is NOT on, my ringer is set at the HIGHEST volume, and Bluetooth is NOT connected to another device. This is very FRUSTRATING as it of course is happening as my phone is now paid off. Is this a scam? To get people to buy or upgrade to new phones?
