I have a 5 years master plan, and would like Siri remind me in every phase.
There are like 60 goals I would like to complete for this 5 years master plan.

What happens when you ask Siri to set a reminder that far in the future? Do you see it show up in Reminders? If you do, then you can ask Siri what your reminders are on any given day and it will tell you. At this point, Siri will not, without you prompting it, remind you of something audibly. You might be able to set something up with Shortcuts.

If it were me, I'd set the goals as all-day appointments in my calendar with a notification.
