This is not about stolen **** of here man we are all humans and some of us easily forget some stuff, the iCloud was created by someone else who will not keep it for you and then she entered wrong passcode til iPhone unavailable so parked it down for a few years so now after selling and were taking the process through iTunes software before she explain that she can’t remember none of the information
The original owner can easily gain access to their account by using this link if the password was forgotten. There are 3 methods to do that and in your case the original owner may have to use the third option.

After they have the passord, they can remove the device from their account, whether they know the passcode or not. They also have the option to remove the Activation Lock by supplying the original purchase receipt.

Those are the scenarios that resolve any issue if they have forgotten anything. If the seller is legitimate, they will give you your money back as they are responsible for selling you the device that has been reset to Factory Settings.

That’s her problem. Return it and get your money back.
It is not possible to remove Apple’s theft deterrent Activation Lock, except with the Apple ID and password of the person who added it. As Apple provides ample means for the legitimate creator of an Apple ID to recover it, the fact that the person can’t recall it is BS. What this means is that you bought a stolen phone, and it is worthless to you. If you are still in contact with the seller return it for a refund. If not, recycle it responsibility.

The theft deterrent mechanism is working exactly as designed. You have no way of knowing whether the device you purchased is stolen and Activation Lock prevents anyone else that is not the original owner from ever being able to use the device. The person who you bought it from is certainly capable of gaining access to the account if it is truly theirs. This is just one of many problems you may encounter when purchasing a used device from an unknown seller who is not willing to provide any assurance that it is not stolen by resetting the device to Factory Settings. You will have to chalk it up as a loss and not fall for such a scam again if the seller will not refund your money or assist in removing the device from their account.

A thief will only profit if they can find someone to purchase a device that is stolen. Don't be that person.
You can't.
Only the owner of the account used to lock it can remove the activation lock.
Contact the seller. If they can't or won't remove it or you can no longer contact them, toss it in the recycle bin at your local electronics store. it's a brick.
There is no way to bypass the activation lock.
No they don't because there is no problem. You purchased a stolen phone and you are locked out of it. It is performing exactly as it should.
Next time, buy it from a reputable dealer such as an Apple store or Apple authorized reseller.

Hi former senior advisor here, if you can get the original owner to contact apple with a proof of purchase, then apple can remove the activation lock remotely and the phone may need to be erased/restored to complete.
Without the original owner’s assistance, the iPhone will remain useless forever.
It may well have been stolen by the seller.

This still isn't a problem on Apple's end. If she is forgetful, she should learn to write things down.
