Took it to an apple shop and they couldn’t find anything wrong but digitaly wiped it and replaced the operating system and reloaded all apps but that did not solve the problem.

Your issue, as described, is unlikely to caused by an installed App. If you reset the iPad to factory settings, should the problem persist, you will almost certainly have a screen hardware fault.

Before resetting the iPad, ensure that you have a current iCloud or iTunes backup - as you can restore your backup after testing your iPad:

When you are happy to proceed with the reset, you can perform the reset from iPad settings:

Settings > General > Transfer or Reset iPad > Erase All Content & Settings

If the problem still doesn’t clear, the next step is to reset the iPad to factory settings:

As the Apple Technicians will have assessed your iPad - and in reinstalling the OS have not managed to resolve the problem - your iPad likely has a fault that can only be resolved by repair.

If you have an older model iPad as suggested by the tags appended to your post (i.e., an iPad mini1 with iOS 9 installed), your iPad is obsolete - and service/repair will not be available, or will be prohibitively costly. Should you have an older model iPad, your only option might be to replace your iPad with a much newer model.
