My wife is not using Apple Wallet app. She does not set bank card on her iPhone. She would like to buy iCloud Plus or maybe some other application.
May I use my own, different iPhone, purchase it from Apple Store and pay for it via Apple ID of my wife? The purchased application would not be shared.

If you don't want to set up Family Sharing (easiest way), you could buy her iTunes gift card to fund her account. I'm not sure they will work with subscriptions, though. She may need to add a credit card to her Apple ID.
Have you tried gift cards? Have you considered Family Sharing?
Apple has set up the system the way they believe it needs to be set up. There is nothing anyone can do here in this user-to-user forum can do to change that.

But, she do not wont to add a credit card to Apple ID, she wont live with iPhone without sharing her credit card data.
So, the problem could not be solved and there is a week point of Apple iPhone payments methods.
I wont to purchase application from Apple for somebody else, but I can not do it?!
