I have tried to load and unload logic and I continue to get this message. It started a week ago after I downloaded the AKAI MPK mini plus. It would pop up this message but it would cycle through and open the program. Now it gets stuck on this screen. I have since deleted the sequencer from the MAC and continue to have this run and never pull up the program. Any suggestions on how to fix this? I also went in and cleared the cache.

I'm not quite sure which cache you already cleared, but in case you haven't done specifically this, you could try to manually delete the plugin cache itself and then have Logic rebuild it on the next start.
Go to Library/Caches/AudioUnitCache and delete com.apple.audiounits.cache
You used to be able to start Logic in safe mode with only certain
plugins enabled by pressing shift and control on startup, but I don't
know if that's still possible. If yes, you could do that and then start the plugin manager.

How did you delete what from where exactly?
Logic is only (or mainly) affected by items in your component folder(s). Remove unwanted or incompatible plugins from here, then restart your computer:
/Library/Audio/Plug-Ins/Components/
and
~/Library/Audio/Plug-Ins/Components/
