I have not monitored the M-series Macs in that manner. However, on an Intel Mac the fans usually did not really spin up very much until the CPU temps were somewhere near 95C to 100C for a certain amount of time. Even on the Intel Macs I never paid attention to exactly when the fans increased speed. Observing the behavior of your M2 Mac will give you the answers you seek.

In my own personal experience, if you are experiencing problems with your laptop, then most times it will be caused by third party software or some externally connected device. You can run the Apple Diagnostics to see if any hardware issues are detected. The diagnostics are usually pretty good at identifying cooling system issue & power related issues, otherwise the diagnostics don't usually detect problems, but it never hurts to check.

If the Apple Diagnostics don't show any issues, then try running the third party app EtreCheck and posting the complete report here so we can examine it for possible clues.

Booting into Safe Mode is also a good troubleshooting step as well.

And more specific details would be useful if you want assistance to attempt to resolve an issue. In fact starting another thread just for troubleshooting the issue would be best as it would attract more contributors, but make sure to include the information I suggested here.
