The official plug type for Brazil is a Type N, which looks like this:

From what you are describing, it sounds like the Apple "Brazil" adapter leaves off the center grounding pin, making the adapter in effect a "C" Type, which is used in most of Europe. So, you may have 2 adapters that will work in either Brazil or Europe.
The Apple Kit is a nice looking package, but in general you only get one adapter that will work in a given country. For example, my wife and I travel with a laptop, an iPad, two iPhones and we need an adapter for the hair dryer and razor as well. So, most travelers find that they really need 4-5 adapters in a given country.
We have 5 adapters for use in Europe and they cost about $20 in total.
I don't know why Apple assumes that only one person will be using one device at a time in most countries.
