In either case, the specifics may vary based on the keyboard you're using. Most US-English and UK keyboards have the ! as shift-1 (as can be seen by the ! symbol printed above the '1' on the key.

Other language keyboards may have different combinations. You don't say which keyboard layout you're using.

if you are using a different input source (Devanagari ?) than English, you can use keyboard viewer to see where all the characters are.
