what is the easiest way to transfer your files, photos, etc from a Dell XPS laptop to a Macbook Air?
Is there a cable that will do this that I can buy?

Is this what you're trying to do?
Transfer from PC to Mac with Migration Assistant - Apple Support
If you're trying to move files after the initial migration, the easiest thing to do might be to copy them to an external USB drive, or a USB flash drive, then move that drive to the Mac and copy the files off it.

Do you Have No External Storage Device?:
If you have no external hardware (i.e. Hard Drive), then you can use data sharing (though, I wouldn't call it easy, for a first timer). Without an external storage device, as long as your have an Internet connection, using iCloud cloud storage would be the most user-friendly way, IMO.
