Exchanging SMS messages with an Android or other non-iPhone requires a cellular network connection.


Exchanging MMS (picture) messages requires a cellular data connection; it cannot use Wi-Fi, so in Settings/Cellular (or Settings/Mobile Data in some countries) make sure it is turned on.


And one other possibility: Do you use VPN? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile.

thanks but already checked those steps and when sms messages are going out always having great cell service, my son also has iphone and he just came home from vaca so i checked his phone and he is on older release so i used his phone to my brothers Samsung android and it went through immediately he replied in seconds, i tried to then send another message to my brother from exact same location and delivery failure in seconds, i refuse to upgrade his phone as he has lots of friends using androids, apple can test this BUG in 10 minutes if they wanted to take care of customers , this problem is very reproducable

If it were a "very reproducable" (sic) bug, Apple would probably already have fixed it. But, you haven't provided any evidence that it is. The fact that you see this issue on one phone and not on another phone means you have looked at precisely 2 iPhone out of billions.
