Purchased airtags that were previously owned and still linked to previous owners apple ID- can't return them what do I do?

I purchased a four pack of apple airtags from a bin store canned hotbins and when I went to connect them they wouldn't even show up so I did a reset on them. I couldn't fully compete the set up process because they were still linked to the previous owners apple id , they must have returned them without un-linking them... I can't return them because they don't do returns at hotbins. Is there any way I can use them with find my somehow? If so how? And if not, can they be used with any third party app or something so they are not useless? I reset them so I can't find the previous owner if that is even something that is in any way possible to do? They are just expensive paper weights now aren't they?
